Incorporated under Dutch law as TomTom N.V. (naamloze vennootschap), with the principal operating entity TomTom International B.V. in Amsterdam. Both the holding company and the operating company sit inside the EU, fully reachable by EU and Dutch law. No foreign parent. This is close to the top of the rubric: EU-incorporated and EU-operating with full EU enforceability.

Listed solely on Euronext Amsterdam (an EU venue), reports in EUR, and roughly 48% is held by the four founders β Harold Goddijn (~13%), Corinne Goddijn-Vigreux (~12%), Peter-Frans Pauwels (~12%) and Pieter Geelen (~11%), all European individuals β under a one-share-one-vote structure, giving them effective blocking control. Both voting control and the economic majority are EU-anchored; the only minor drag is the large free float held partly by international institutions. Solidly in the 80-100 band.

Data & Infrastructure

This is the weak link. Microsoft Azure has been TomTom's preferred cloud since 2019, and its flagship Orbis Maps platform is architected on Azure services (Cosmos DB, Azure Kubernetes Service, Azure OpenAI). Map production and serving happen in Azure. Even where workloads sit in Azure's Netherlands regions, the provider is a US hyperscaler exposed to the US CLOUD Act, so this is squarely the 'EU regions on a US hyperscaler' band (~20-40), not EU-owned infrastructure. TomTom's privacy policy stores data by default in European countries but permits transfers under the EU-US Data Privacy Framework.

Headquartered in Amsterdam, led by co-founder/CEO Harold Goddijn, reports in EUR, with ~3,300 employees at end-2025 (down from ~3,600) and Europe as its largest revenue region (~46%). Workforce is global but the center of gravity β leadership, HQ, currency, primary region β is clearly Dutch/European. Firmly EU-centered, in the 80-100 band, with a slight discount because the Americas are a major (~36%) revenue region.

Aligned to the EU Commission’s official Cloud Sovereignty Framework (SEAL, Jun 2026) β
What we don’t know
4 open questions β they lower confidence, never the score
- ?
Exact Azure regions and the share of map/user data held in EU vs non-EU regions
If serving and storage are genuinely pinned to Azure Netherlands/EU regions, the infra story is somewhat better, but CLOUD Act exposure to the US provider remains regardless of region.
- ?
Precise current founder ownership and voting percentages from the latest AFM/annual filings
Figures (~48% combined) come from secondary aggregators; small shifts would not change the EU-control conclusion but affect confidence.
- ?
Whether any non-Azure or sovereign-cloud option exists for automotive/enterprise customers needing EU data residency
Could materially raise the infra score for customers who can contractually keep data on EU-controlled infrastructure.
- ?
Geographic split of the workforce after the 2025 restructuring
Less than half the cut jobs were in NL; a shift of headcount abroad would modestly soften the operations score.
EU Cloud Sovereignty Framework lens
SEAL was built to assess cloud service providers; applied here as an analogy to a location-tech company, this is a directional mapping, not a certification.
Strategic
Independent Dutch-listed company with founder control; no foreign parent steering strategy.
Legal & jurisdictional
Dutch N.V. and B.V. entities fully within EU/NL jurisdiction and enforceability.
Data & AI
Core map/AI stack runs on Microsoft Azure; CLOUD Act exposure even in EU regions; AI via Azure OpenAI.
Operational
Amsterdam HQ, founder-CEO, EUR reporting, Europe largest revenue region.
Supply chain
Heavy single-vendor dependence on Microsoft for cloud; mixed for hardware/automotive partners.
Technological
Owns its map data and IP, but the production/serving platform is built on US hyperscaler primitives.
Security & compliance
GDPR-oriented, default EU storage, but relies on EU-US Data Privacy Framework for some transfers.
Environmental sustainability
No primary sustainability data reviewed in this pass.
EU alternatives
Amsterdam-based mapping peer, but owned by a consortium led by German automakers plus non-EU stakeholders β control is more diluted.
US-incorporated mapping/location platform; listed only to show TomTom is the more sovereign choice, not as an EU alternative.
TomTom itself is already among the strongest EU-controlled location-tech options; the lever to pull is EU-sovereign hosting, not the vendor.
How the method works
Methodology v2 (provisional): the score is the midpoint of two axes β Control (who owns and governs the company) and Data (where your data lives and who can reach it). Each axis is scored only on verified evidence; unknowns reduce confidence, never the score. Every input below is sourced; the weights and judgments are open to challenge.
