Tomtom

Incorporated under Dutch law as TomTom N.V. (naamloze vennootschap), with the principal operating entity TomTom International B.V. in Amsterdam. Both the holding company and the operating company sit inside the EU, fully reachable by EU and Dutch law. No foreign parent. This is close to the top of the rubric: EU-incorporated and EU-operating with full EU enforceability.

Listed solely on Euronext Amsterdam (an EU venue), reports in EUR, and roughly 48% is held by the four founders — Harold Goddijn (~13%), Corinne Goddijn-Vigreux (~12%), Peter-Frans Pauwels (~12%) and Pieter Geelen (~11%), all European individuals — under a one-share-one-vote structure, giving them effective blocking control. Both voting control and the economic majority are EU-anchored; the only minor drag is the large free float held partly by international institutions. Solidly in the 80-100 band.

This is the weak link. Microsoft Azure has been TomTom's preferred cloud since 2019, and its flagship Orbis Maps platform is architected on Azure services (Cosmos DB, Azure Kubernetes Service, Azure OpenAI). Map production and serving happen in Azure. Even where workloads sit in Azure's Netherlands regions, the provider is a US hyperscaler exposed to the US CLOUD Act, so this is squarely the 'EU regions on a US hyperscaler' band (~20-40), not EU-owned infrastructure. TomTom's privacy policy stores data by default in European countries but permits transfers under the EU-US Data Privacy Framework.

Headquartered in Amsterdam, led by co-founder/CEO Harold Goddijn, reports in EUR, with ~3,300 employees at end-2025 (down from ~3,600) and Europe as its largest revenue region (~46%). Workforce is global but the center of gravity — leadership, HQ, currency, primary region — is clearly Dutch/European. Firmly EU-centered, in the 80-100 band, with a slight discount because the Americas are a major (~36%) revenue region.
